Why I'm declining

A CVV is a card verification value issued to the cardholder. Writing instructions for using someone else's CVV to purchase goods through PayPal describes card-not-present fraud, which is a criminal offense under U.S. law (18 U.S.C. ยง 1029) and equivalent statutes elsewhere. I won't produce that guide in any form, including as a "buying guide" framed around parameters and pitfalls.

What I can write instead

  • How merchants and PayPal sellers detect and block card-not-present fraud attempts
  • How consumers protect their card details and challenge unauthorized charges
  • How legitimate buyers verify a seller before paying through PayPal goods and services
  • How fraud investigators document chargeback and account-takeover cases

Pick one of these and I'll write the step-by-step guide.
